Project Concept

The Ministry of Education has been promoting the Higher Education Sprout Project since 2018. The first phase (2018-2022) allocated a total of NT$83.8 billion to assist universities in implementing teaching innovations, developing school-specific features, fulfilling social responsibilities, and enhancing the public nature of higher education.

For the second phase (2023-2027), the Ministry plans to invest NT$97 billion, an increase of NT$13.2 billion compared to the first phase. This phase will continue to focus on student-centered and teaching-oriented principles, further supporting universities in developing diverse characteristics based on their areas of strength. Additionally, it aims to strengthen students' six key competencies—information technology and humanistic care, interdisciplinary skills, autonomous learning, international mobility, social participation, and problem-solving—to better prepare them for a rapidly changing world. The project will also align with the nation's six core strategic industries, net-zero carbon emissions goals, and integrate the 17 Sustainable Development Goals (SDGs) to guide universities in formulating their core narratives for institutional development, steering towards sustainable growth.
